Sherrod Lewis Bumgardner is the Legal Advisor at Allied Command Transformation, Staff Element Europe located at the Supreme Headquarters Allied Powers Europe (SHAPE) in Mons, Belgium.

Bumgardner’s responsibilities include serving as a liaison on legal matters between the Headquarters of the Supreme Allied Commander Transformation (ACT) that is located in Norfolk, Virginia, and SHAPE while also supporting legal education and training for the fifty-eight NATO legal offices located in twenty-two nations and outreach to the twenty-eight nations of the North Atlantic Alliance and partner nations. This includes organizing three legal courses each year at the NATO School in Oberammergau, Germany and publishing the NATO Legal Desk Book as well as the electronic NATO Legal Gazette. In addition to his publications, from 2008-2014 Mr. Bumgardner directed the development of CLOVIS, an effort to share legal knowledge between NATO legal offices and NATO nations more effectively through the use of modern technology supported by knowledgeable NATO attorneys.

Prior to joining NATO in 2005, Bumgardner served as a Judge Advocate in the United States Marine Corps for twenty-three years (1981-2004) and worked as a United Nations Legal Advisor in Croatia (1996) and Liberia (2004–2005). He is licensed to practice law in South Carolina, California, and Louisiana.

Since 2012, through an agreement between Allied Command Transformation and St. John’s University, Bumgardner has served as an Adjunct Professor at St. John’s School of Law, providing support for the St John’s NATO Practicum which permits selected second and third year law students to work for one semester in the ACT legal office in Belgium.
