Traffic Regulations

  1. Parking Rules and Regulations, as indicated in this pamphlet and in University Web page, are enforced 24 hours a day, seven days a week, 365 days a year.

  2. All legal parking areas are designated by signs, painted stripes, or other pavement markings, which may indicate limited or reserve parking.

  3. Motorists are to yield the right-of-way to all pedestrians in a crosswalk.

  4. Driving vehicles on any of the quadrangles or in the Residence Village is prohibited.

  5. All vehicles are to be operated with extreme caution and no more than 10 miles per hour.

  6. Pedestrians have the right-of-way at all times.

  7. Traffic control such as stop signs, speed limit signs, pedestrian right-of-way and the observance of traffic lines are in effect at all times. Drivers are required to park within two white lines (blue for handicap) of demarcation in parking areas. A driver may be subject to fine(s) for failing to comply with any traffic rules while driving on-campus.

  8. Overnight parking on-campus (after three a.m.) is prohibited unless previously authorized by Public Safety. In an emergency, specific prior written arrangement must be made with the Executive Director of Public Safety.

  9. In order to facilitate snow removal during a snowstorm, it is recommended that all cars are removed off-campus. However, in an emergency, vehicles should be moved to the parking garages. Under no circumstances should vehicles be left on the roads.

  10. During and after snowstorms, efforts should be made to carpool to and from the campus so that the parking lots may be cleared. Presence of snow shall not be used as an excuse for violating campus parking rules.

  11. Vehicles with loud and excessive noise are prohibited on-campus. Violators will receive a parking ticket.

  12. Parking on grass, sidewalks, crosswalks, streets, curbs or unimproved areas is prohibited and subject to fine. Special loading or unloading requirements will be met upon request to the Public Safety.

  13. Vehicles parking near fire hydrant and blocking another vehicle, University gates, walkways, are subject to fine and/or maybe towed away at owner’s expense.

  14. In certain cases, Public Safety may resort to the use of a "Rhino Boot" in order to immobilize an illegally parked vehicle and subject to fine.

  15. Unauthorized removal of a Rhino Boot will result in an additional $400 fine. If a student is involved, the Dean of Students will be notified and appropriate action will be taken.

  16. Motorcycles and motor scooters require a permit. However, for practical reasons, permits need not be displayed on the vehicle. Operators must carry the permit on their person and present it to a Public Safety officer upon request. Motor vehicles must park within one parking space only.

  17. Any moving violation, such as speeding and excessive noise from the vehicle, will be notified via mail.
