Francis B. Looney

Francis B. Looney, a double alumnus of St. John’s University, received his bachelor’s degree from St. John’s College of Liberal Arts and Sciences in 1939 and his J.D. from St. John’s School of Law in 1940. His began his career as an Officer in the Nassau County Police Department, where he remained until entering the United States Army Counter Intelligence Corps, serving as a First Lieutenant and Special Agent in Charge of various locations in Europe and Africa.  Rejoining the Nassau County Police Department after World War II, he rose through the ranks and was named Commissioner in 1966. Five years later he was appointed Deputy Commissioner of the New York City Police Department, and in 1978 began a 19 year tenure as Counsel to the New York State Chiefs of Police. He has served as President of both the International and New York State Associations of Chiefs of Police; Chairman of the Nassau County Criminal Justice Coordinating Council; and Co-Founder of the New York State Law Enforcement Council. Reflecting his Vincentian values, he is a member of the St. Vincent de Paul Society and numerous other civic organizations. Tonight, in recognition of his lifetime commitment to the protection of society through the rule of law and on the 70th anniversary of his graduation from the School of Law, St. John’s University pays tribute to a loyal and accomplished alumnus and, with admiration and affection, presents the President’s Medal to Francis B. Looney
