Abstract
Public and private sector supply chains are much more alike than
they are different. Although they subject to different
procurement rules, public sector supply chains can utilize many of
the best practices developed in the private sector, and, with some
modification can gain significant savings.
Mr. Smith will discuss the similarities and differences in public
and private sector supply chains and discuss three specific
concepts; strategic sourcing, supplier relationship management, and
inventory management and how they can be used in both sectors to
save money and improve supply chain efficiency. Additionally,
he will discuss supply chain’s role in developing and maintaining a
diverse supply base and in an organization’s sustainability
efforts.
Some of the results of this approach at the New York City Housing
Authority include:
- Reducing inventory by over 50% since 2004
- Maintain an inventory accuracy level in excess of 99.99% and
eliminating costly annual physical inventories
- Early payment discount program that has saved over $1 million
in the last two years
- A 40% reduction in vendor delivery cycle time
- A 231% increase in environmentally friendly products
- Annual savings due to sustainability efforts of over $4
million
Biography
Gary A. Smith is Director of Supply Chain Operations at the New
York City Housing Authority (NYCHA) and is responsible for the
sourcing, procurement, warehousing and delivery of all material
used in the operations and maintenance of 175,000 public housing
units in New York City. Prior to joining the Authority in
2004, he spent most of his thirty-year career in private sector
supply chain management and consulting in a variety of
industries. He is CPIM and CSCP certified with APICS and has
a CPSM certification through Institute of Supply Management
(ISM). Mr. Smith is active in the APICS, the Council of
Supply Chain Management Professionals, and ISM, and he is currently
a board member in the NYC APICS and ISM chapters. He holds a BS in
Industrial Management from the Georgia Institute of Technology.
